The reality is there is a huge group of people that will not get the shot nor allow their kids to.  No matter how much arm twisting and bullying.  No matter what.  Because that is their personal choice that they are allowed to.  So if this passes even more people will remove their children from public school, and those that have already pulled their children out will keep them out.  They need enrollment for funding, and losing funding means they provide less and less.  Public schools are collapsing.
