I work in a Virginia school. Most teachers and staff choose to get vaccinated some have even gotten boosters. Many still got covid. If the vaccine doesn’t keep you from getting covid and you can still spread it- why force people to get it?
Also, with the current teacher shortage if you mandate a vaccine and teachers quit who will fill those vacancies?
