I don't understand why this is even up for discussion.  What happened to doing what is best for the greater good???  If this isn't mandated, does that leave the door open to remove the mandate for polio, measles, mumps, et al??!!  We have almost entirely wiped out these diseases!  Why would anyone in their right mind want to allow them to spread again??!!
