Personal responsibility is a reasonable choice.  People must be allowed to choose.  It is illegal to force a person to do something outside of their will.  Just like raping someone.  We can't run a totalitarian government.  We are not North Korea nor China.  This kind of governance will not be tolerated by the people.  Lawsuits will increase and the people will win!
