Absolutely no mandate, and certainly no denial of religious exemptions.
 

The US constitution and the state constitution of Virginia guarantee freedom of religion including in medical decisions.  There is no asterisk saying “oh not valid in case something bad happens.”  Either we have human rights through difficult times, or we don’t have them at all.    So the denial of religious rights is patently illegal and not to mention immoral.  

Informed consent is also a human right and to make a newly created medication forced on all is abhorrent.  

If you pursue this, you will not only create yet another challenge for our schools as the staff leave.  You may create a rush of medical and religious refugees fleeing Virginia.  

Dont do this terrible thing.
