I am  indirectly associated with the Shenandoah River through my sister and brother-in-law, who live on the river.  When visiting, I enjoy swimming, canoeing, and fishing in the river, and so have somewhat of a stake in making sure its beauty and blessings are preserved.  If there is no other way to do this than more regulations, I will grudgingly approve--though I strongly want to support farmers, especially the small ones who can least afford to comply with onerous regulations.  If you can make it not too heavy a burden on them, I am for it.  Thank you.
