11 VAC 5-80-130 Prohibition on the Extension of Credit

Access to credit is prohibited. A permit holder shall neither offer, accept, or extend credit to a sports bettor nor allow the deposit of funds into an account that is derived from the extension of credit by affiliates or agents of the permit holder. For purposes of this subsection, credit shall not be deemed to have been extended where, although funds have been deposited into an account, the permit holder is awaiting actual receipt of such funds in the ordinary course of business.

GLI recommends merging in 11 VAC 5-80-90.9 which has similar intent and updates based on what has been seen in other markets.
