I have read several of the comments on 12VAC35-105-170H and 12VAC35-105-620D.3. and I concur that both contain impossible standards for violations of either regulation. It is impossible to guarantee in a plan to completely prevent a recurrence of a violation. This kind of restrictions limit our individuals right of risk as well as some of their legal choices they are to be allowed to make. No one can fully guarantee that a violation will never occur again.
