Downgrading physicians services for Emergency Care

We have just approved laws in the Commonwealth to prevent commercial insurance companies from avoiding payments for care to patients in the emergency department for symptoms that a lay person would deem to be an emergency.  Now a government supported program wants to do the same thing to patients on Medicaid who have less resources both financial and education wise to make these same decisions.  How ridiculous is this situation.  Again physicians will leave our state to work in other states where their services are valued.  Patients will fear going to the emergency room for fear of getting balance billed.  Medicaid pays most physicians 70% of Medicare rates which are already too low. Now you want to pay less. No wonder physicians don’t want to participate in this program.  Why don’t you cut some of your administrative salaries and positions if you want to save money.  Thank you.
