Are friends, family, and disabled supposed to be home all the time?  Are they not supposed to live a free life without fear of being tracked?  Are they relegated to the rules of where they should be as well, and not able to be where they want to be in privacy?  Can they not have a schedule beyond the border of their home?  Can they live a fulfilled life without being worried they can lose services, because they want a life outside their home with privacy and dignity?
