Well, there you go, the president has just waived the obligation to serve people with disabilities in the most integrated setting appropriate to their needs, This waiver from the Centers for Medicare and Medicaid allows states to admit people living in their homes but needing care, and hospitalized people into nursing homes to free up their hospital bed for someone deemed as "needing it more".
