this DMAS doesnt even try to understand
 

There are actually people out there within the DD population that cannot be around smart devices.  Two recent examples I have come across both involved young men with autism who were unable to control themselves around the device breaking them on several occasions any time someone was around them with a smart phone or table.  The first young man just wanted to see the sparking lights and when they don't sparkle the way he wants he breaks the device.  His school, therapist, family and care givers came up with a behavior plan to simply ensure no one brings the devices around the young man.  Problem solve.  The second young man grew up in foster care and was sexually abused throughout many of his placements.  He doesn't not have good boundaries and has been unable to learn them with years and years of social skills training and therapy.  His full scale IQ was tested to be 42 by the local public school system.  His overall functioning level is that of a 4 year old child.  Would you put a child who is sexually reactive from being repeatedly raped in jail for their behavior?  or would you try to protect that child?  So the family and therapist involved also have a BIP behavior intervention plan for this young man.  Guess what it includes no access to smart devices to help keep him safe.   This has for years allowed him to maintain a community placement and not be locked away somewhere.  DMAS wants to take this away from both of these young men by requiring that their BIPs not be followed.   Some people don't have smart devices in their homes for good reasons and sometimes even formalized behavioral plans.  DMAS is ignoring those reasons.  Please don't say just get a landline.  Again landlines are expensive and many of these people live in poverty to keep their loved ones out of nursing homes, etc..
