Anyone receiving "difficulty of care payments" (over 40 hrs) & not live-in is breaking IRS tax law

IF there is anyone that is claiming live in status and receiving "difficulty of care payments" and they are not living with the care receiver, then they are breaking IRS and VA dept. of taxation law.  It is hard to believe too many people would do this, and if they did, they would get away with it long.  If the state is insinuating this by stating they have to "identify" live ins, go after the bad guys and leave the majority, if not all, GOOD live ins alone.  Exempt law abiding live ins from EVV now.  Identify the bad guys, but do not burden the good buys by doing this on their time.
