In Louisiana, the state mandated a single system in 2013, then a different one in 2015. They ended up cancelling both. Through that process both the state and providers wasted a tremendous amount of money, time and energy. Yet they have another mandated approach that is being implemented this year. Wasting more money. Hurting the most vulnerable citizens.
