Historically, live ins have submitted time through the portal and time sheets.  Exempting them means not forcing them to submit times in new form: EVV.  Exempting them means they continue to enter time through the portal and/or time sheets.  Why would there be additional cost for doing something that has been bought and paid for and implemented for years?
