The answer to preventing fraud, waste, and abuse in home care is having support staff (SC,FA, and SF) who do their jobs and care about attendants and consumers. They address questions and concerns expeditiously. The also treat persons with disabilities with respect and as the competent adults they are. They support attendants by paying them a wage that reflects their skill and hard work. If we took all the funds being wasted on EVV and used it to increase attendants' incomes, we could greatly reduce fraud, waste, and abuse by attracting a higher caliber staff.
