Attendant her personal device - EVV issues

There are multiple problems with the EVV system.  Our attendant has an old phone (because these people only make $9.40/hr with no benefits, so there should be not expectations that they have the latest in cell technology).  We were on the phone with consumer care direct for two hours trying to get her set up to no avail.  Turns out, they tell us much later, the phone has to have GPS so the attendant can be tracked.  That did not sit well with the attendant.  Her phone did not have GPS.  So, just in order to get paid a paltry amount, she doesn't want to have to buy a new device.  If she were to get a new phone, our attendants does not want to give the system access to a new phone's camera, photos, or location on a regular basis anyway.  There are a lot of trust issues to overcome on having personal device access.  It is so, so, so hard to find attendants who will work for only $9.40/hr, adding this evv requirement is going to make it even harder to find someone.  As the EOR we are already verifying their hours.  The state sends out at least two agencies to our home every month as well.  What addition level of fraud protection that is not already being done does the really give?
