I am relatively new to appraising and find it insulting that hybrid appraisals are being considered. After 2500 hours of in-the-field training, 200 hours of qualifying education, and 2 state exams in order to get certified in order to do lender appraisals, GSE's and lenders are now accepting work from someone with no training at all. This is backwards to me. During my training, lenders were unwilling to allow me to sign appraisals at the licensed level and allow a Certified Appraiser sign as the Supervisor. They said the investors wouldn't accept this. However, now they are willing to trust, and ask us to trust, someone who has not been vetted or has had no training. If the credibility of reporting was questioned of someone with an appraiser license, what do they think will happen to the credibility of the reporting when an unlicensed, untrained person turns information over to the appraiser. It seems to me that the only people who should be involved in the hybrid appraisal process should be those who are working directly with a Certified Appraiser as they themselves go through the licensing process. This means that the only people who should be out doing the site inspection are people with trainee licenses or higher, who work directly with/for the appraiser who will ultimately complete the report. I am unwilling to take the word of someone I don't know about the condition of the property when this is the first home they have ever inspected. 

Hybrid appraisals will be detrimental to the industry, the public trust, and ultimately speeds up the next market crash.
