Reconsider and exempt biomass from this legislation.  I am told biomass is widely acknowledged to be carbon neutral. If this is true or is not "proven" otherwise, the damage to the VA economy and workforce would be a shameful burden by government to be placed upon our state.  Thank you and may wisdom prevail over politics.
