The Governor would exceed his authority by taking executive action to commit Virginia to participateion in RGGI.

"Cap and Trade" has not proven effective or valuable to future citizens.  The evidence is still not in, the jury is still out, and there is no reason to further burden taxpayers with newly created revenue-generators that offer no benefit, that will lead to 35-40% higher rates, which some will not be abe to pay...is this another redistribution scheme like "Affordable" Healthcare?
