The General Assembly did not pass a bill to enter into the cap and trade scheme, Governor McAullife decided he could do it without them.  The General Assembly should not have had to pass a bill to stop it for the current governor to veto.  If you want to pursue this it needs to go thru the legislative process not this public comment forum.
