Why exclude graduates from universities in Commonwealth that train master's level clinicians?

Since 1977, the Psychology Department at Radford University has trained highly qualified master’s level counselors. If the CACREP-only accreditation proposal is approved, then graduates from most psychology programs, including those from Radford University’s Clinical-Counseling Psychology Program, will no longer be license-eligible in the Commonwealth of Virginia. Why would the licensing board approve a requirement that excludes graduates from high quality, but non-CACREP accredited programs such as Radford University and George Mason, from being eligible for the LPC in Virginia?
