While I think having a set of standards is helpful, it can not be exclusionary which is what the CACREP proposal appears to be.  As a student who went through an APA master's in counseling program at Boston College and then years later acquired a PhD in Counselor Education and Supervision I can honestly say that there are other programs that are offered at fine universities both inside and outside of Virginia that would have students now struggling to become counselors.  With the large growth of such careers as life coaching in this state, let us not make it even harder and more cumbersome than it already is for people to want to enter into the field of counseling.
