If you have an expired ID you should not be allowed to vote.  I can see people moving to surrounding states like MD, PA, NC and driving back to VA to vote with their old ID.  In this age of technology there are many ways to incorporate/enforce voter registration/IDs that would not disenfranchise anyone.   We should all want our vote to count.
