1. In order to identify the person presenting themselves to vote, it seems that current the new photo ID law was instituted so that the Election Official could look at the ID and look at the person and reasonably be able to make a match. This seems to be the primary reason for the photo ID. Anything else on the documentation is irrelevant for this basic purpose.
2. The free, voter photo ID provided by Registrars does not have an expiration date. Many Virginia college/university issued student IDs do not have expiration dates. Why discriminate against people who might have an expired DMV-issued identification card or an expired passport? We should treat all individuals equally.
The regulation should remain as originally published and expired documents containing an identifiable photo of the voter should be accepted.
