The purpose of this regulation is to limit or prevent woman from getting abortions clear and simple.  

Prior to legalized abortions, the number one killer of woman of child bearing age was botched illegal abortions.  If a woman did not die there was a good chance she would be maimed.   After abortions became legal death and injury from abortions became statistically irrelevant.  

If this regulation is implemented and the goals of its authors achieved, women will once again no longer have access to a safe, legal medical procedure.  As sure as the sun will come up tomorrow, if women do not have access to legal abortions, some will find a way to get illegal ones and women will die or be maimed and fetuses still destroyed.  A grim statistic will again rear it head and as a society we will be keeping track of deaths of woman from botched illegal abortions.  

Knowing that passing this regulation will increase the occurrence of illegal abortions and women will die and be maimed sounds like the definition of Depraved Indifference to me and that is something those passing this regulation will have to live with and hopefully answer for.
