Unnecessary procedures are a ruse
 

This legislation is a ruse to prevent legal abortions.  As someone with over 16 years of experience in hospitals I can attest to the fact that Hospitals have operated outpatient clinics for many years without the necessity of these types of burdensome and unnecessary regulations. Even when the ANSI standards were implemented hospitals were not required to redesign their existing facilities to the new standards.  Healthcare facilities both inpatient and outpatient were permitted to implement the regulations in new construction only.   Outpatient clinics have safely provided all types of patient care services without these types of onerous and expensive requirements for more than thirty years. State regulatory agencies  and the Joint Commission on Accreditation of Healthcare Organizations (JCAHO) have consistently accredited such facilities without implementation of such standards in existing facilities. These politicians are proposing regulations that are simply a manipulative attempt to interfere with women's rights to obtain a legal abortion in the State of Virginia. Whether or not these politicians agree with the law is irrelevant and this proposed legislation should be exposed for what it really is, a manipulative attempt to circumvent the law and an abusive misuse of their authority in their current positions. The Supreme Court guaranteed this right via their decision in Rowe v. Wade and the State of Virginia should respect federal law.
