These regulations are unnecessary and unconstitutional. The lack of "grandfather" provisions will put an undue burden on a woman's right to reproductive choice, as was clearly guaranteed under Planned Parenthood v. Casey. Public officials have a sworn duty to uphold the constitution--that means these rules must be rejected.
