If service facilitators are eliminated and we don't have a choice you are violating our rights.  We have the right to choose our provider.  SCDN and PPL cannot even do what they are paid to do now.  How are they going to oversee this.  They have manipulated enrollments and failed to process packets timely and blame everything on SF when it is there poor business.  they never give us the same answer.  They don't even follow the rules.  What are you thinking
