How do you identify a trans woman as such. It will require some sort of test, and any test implemented will invariably require that the non-trans women undergo the same testing. It is demeaning and degrading to the women who wish to compete in sports to have to prove their womanhood if they wish to compete. The purpose of the Board of Health is to promulgate rules and regulations that protect the health of the Commonwealth including the women and girls residing here. This will force undue burden and hardship on them by forcing them to undergo additional, invasive testing that is totally unnecessary. It will also harm the trans women that want to compete in sports by either ruling them ineligible, forcing them to publicly out themselves, or just undergo unwanted invasive tests. Therefore, enacting this regulation will actively harm the women who desire to compete in sports in the Commonwealth and is anathema to the purpose of the Board.
