The RGGI is a collaborative effort among local states which has proved to benefit everyone involved.  Virginia should stay in this program.  I am happy to pay a little every month because of the payback for all of us.  The Legislature approved this and the Governer has no business trying to cancel it by himself.  Shame on him.  Carol King
