Virginia should definitely not sign on to such items as banning, less than 15 years from now, the sale of all new gas powered vehicles .  There are likely some items in the RGGI with which Virginia should comply and cooperate selectively.  Virginia is NOT California, and should not be complying with policies set, largely, by that state.
