Besides being the law - and not in the governor's jurisdiction to throw out, RGGI is the only real tool Virginia has right now to somewhat offset the very real and deadly consequences of a warming planet for those most vulnerable.  What else is there to hold the unscrupulous industries and power players to account for their actions which are literally killing us?
