Withdrawing from the Regional Greenhouse Gas Initiative will harm Virginia's environment, economy, and citizens. It has already reduced power plant emissions, provided hundreds of millions of dollars for projects with direct community impact, and improved public health by reducing air pollution-related illnesses such as asthma - which also results in substantial economic savings. RGGI has broad public support across the Commonwealth. Furthermore, the Clean Energy and Community Flood Preparedness Act mandates participation in RGGI. The governor does not have the legal authority to simply withdraw Virginia by executive order.
