It just seems bonehead to pull out of a program that reduces emissions and provides money to Virginia for climate change related mitigations like flooding. I believe since legislation mandated participation, legislation will be needed to remove us from participating. Air Board has clearly overstepped its bounds. That said, I doubt if every single Virginian wrote into this comment section in support of staying in RGGI, that it would make one bit of difference. So much for constituent representation. I guess we'll see how the courts see it.
