With each passing year the effect of climate change becoming a reality, and having adverse effects on Virginians, America and the rest of the world, it is a derelict of duty for the Governor to request to withdraw from RGGI without a proposal to replace the funds that have already come to the state to mitigate damage from climate change. No sustainable funding source has been proposed to replace the revenue from RGGI needed to address flooding, a huge problem in our shore area. Likewise, no new ideas of been brought forward to help low income  people reduce the energy burden caused by climate change. In fact, the funds coming to Virginia surpass what was estimated when we joined.
