The RGGI has brought benefits to Virginia already and enabled the commonwealth's energy efficiency programs to better serve low-income communities and support communities address flooding. Climate change, and the increasingly volatile weather that is accompanying this, will require many tools and creative solutions. RGGI is one of these tool or addressing these challenges. Virginia should not leave the RGGI, given the benefits it has already provided, and the ongoing climate crisis.
