Keep Virginia in RGGI

Keeping RGGI in Virginia will not only lower CO2 emissions, but also other harmful pollutents like nitrogen oxide and sulfur dioxide.  With the continuous integration of RGGI, particulate matter emissions will also drop significantly, as this data has showed in other states.  The funds given for RGGI will not go to waste, and allow weatherization providers and affordable housing developers to provide safe, affordable, and energy efficient homes to low-income families.
