There are much better alternatives than greening. If the land sinks, or the water rises, build a wall. 
The federal government should be in the wealth, creation business, so that environmental improvements do not cost the American taxpayers any additional taxes. Pressure India and China to improve.

One great example of this is Foxcom building iPhones in India. Another great example is allowing additional mining to occur in America. Uranium in Va.

Pipelines are really environmentally friendly and are sorely needed in the Eastern United States. They would be great for West Virginia to New England. LNG to Europe from Cove Point would strengthen relations.
