The Thomas Jefferson Institute for Public Policy advocated against Virginia joining the Regional Greenhouse Gas Initiative, regrets Virginia did so anyway in 2021, and now supports removing the state from the compact at the earliest opportunity. The only impact it has had is to increase the cost of electricity to Virginians or others using power generated from fossil fuels in the state. It is just a carbon tax. It has not changed one molecule in the atmosphere around us and will not, and never will have any impact whatsoever on future weather or climate.
