I have over 40 years experience in the Wastewater/ Power Industry, This plan  has its good points and bad. It looks like it is based on the Nitrogen /Phosphate plan put on the Wastewater Industry. Good Operators can profit , while bad operators can just buy credits and keep polluting.  

Solar power is good for homes and small business owners. It should not be used as a main source of power production .It takes up to much of a footprint.

Wind power is a great source of power ,offshore and land based. Its location needs to be carefully selected however.

What is a good answer ? Go all in on Natural gas power generation , put in the pipelines needed, Renew our Nuclear power program, based on much smaller and safer reactors. Replace coal with Natural gas. Put scrubbers on the gas exhausts to remove carbon.

Biomass was once hailed as the great green source of power and all it ends up doing is cutting down our trees for profit.

We can cut back on carbon , have a safe ,secure and reasonable priced power system.But we have got to stop fighting each other or we are doomed to fail at everything we do.
