RGGI will only benefit dominion energy
 

I believe Dominion energy benefits most from RGGI. RGGI will not protect the planet, more regulation is not the answer. 

Senate bill 1265 will take the power from SCC and makes state law that dominion can set their own profit margin. 

This combination will allow the unreliable solar and wind to replace fossil fuels. Electricity will become prohibitively expensive. Customers can only cook and clean when the sun shines or the wind blows. 

PJM will be retiring 40GW fossil fuel facilites by 2035. I will be unemployed in 12 years. I could get a job at a solar facility for a significant decrease in income and working only nights(can't interrupt  solar panels during the day). And pay higher bills for less electricity.
