The RGGI is doing exactly what it was designed to do and many coastal communities in VA are using the funds to combat climate change as it has affected flooding.  It doesn't surprise me that Gov. "Climate Change Denier" Youngkin and his misguided cronies believe that this is something in which we should NOT participate.  Whatever costs that may be shared with consumers is the cost of combating Climate Change and reversing the damage being done to the planet.  To pull out of this agreement would be one of the more stupid moves suggested by this current administration.
