Against repeal of Virginia's participation in RGGI

I am writing as a long-time Virginia resident and engineer who has spent many years helping manufacturers and other organizations manage their energy consumption and minimize their emissions.

RGGI is a proven program that positions Virginia as a leader in energy and carbon management in the Southeast.  Ending our participation will end our status as a leader and innovator in controlling CO2 emissions, the leading cause of climate change globally.  One half of funds collected through RGGI go to making affordable housing more energy efficient, thus making these homes even more affordable.  Over $100 million went to these energy efficiency programs in its first year in Virginia.  Participation in RGGI also leverages federal financing for energy efficiency in affordable housing that we otherwise would not receive.
