I am in agreement with Margaret Luca's comments posted on 10/5/11.  The goal is fairness, so that every qualified voter who is registered should have their ballot counted.  The proposed document is confusing and seems more about hair-splitting than achieving meaningful results.  I am against it, and also am not pleased about this use of government resources.
