Don't arbitrarily block ballots
Every opportunity should be made to give citizens the opportunity to vote. If a ballot is irregular in an inconsequential way, it should still be counted. As long as there is a reasonable certainty about the intent of the voter, the ballot should be counted. To disqualify voters on minor details would be completely unethical.
