I have lived in Norfolk, VA for 30 years. The increasing intensity of rain storms due to climate change  has caused my family to end up with 3 damaged cars because of floods. Increasingly heavy rainstorms impact my ability to get to work as a caretaker or to check on elderly relatives.  RGGI contributes to flood adaptions, greatly needed in Hampton Roads. Leaving RGGI is not a good idea.
