As a resident of Hampton Roads we are very sensitive to flooding and sea level rise.  The funds that the RGGI provides for flood control are sorely needed in this region.  As there has been no suggestion on how we would replace these funds, it is unnecessary and irresponsible for us to leave the RGGI.
