Virginians need the RGGI money to make their housing more energy efficient and have more good quality low-income housing.   And Virginia is already having trouble with coastal flooding, which will gradually get worse with time.  The RGGI provides hundreds of millions of dollars for both of these needs.  We need to stay in the RGGI.
