The RGGI may not be perfect, but it is the law, and abiding by it will advance our necessary progress in reducing use of fossil fuels and slowing global warming.  Administrators can always find ways to subvert legal requirements (such as by not spending allocated funds), but in this case the overarching human need should drive implementation, not subversion.
